That what needs to be surmised is 1) key utilization of funds for the development of an "anchor" based project and its subsidiary feeders in proforma 2) guarantee for the Sources and Uses of Funds per proforma 3) Full basic schedule and timeline to proforma. "Provincial Council sources said they had launched the campaign to find their own funds as the funds allocated by various donors had not been utilized for the development of the province." Your collabrative investigation with the central government regarding what has happened with these outstanding funds would greatly benefit not only your current prospectus but also future endeavours. "The Chief Minister had earlier appealed to the Provincial Council Secretariat for funds, but had failed to get a positive response. The Council had thereafter decided to seek its own funds, mainly from India which had earlier pledged to support the Provincial Council." This is one of the best arguments for not hastily devolving power and ensuring that Central Government is not only aprised but involved in the undertakings of provincial government bodies. The sovreignity of the nation as well as debt load that is willingly borne by such cannot be circumvented by any provincial council. The project, handled properly, is a exciting and likely feasible endeavour - the power play is not. There has also been great issue of funds being diverted toward terrorist activities. The only way to help ensure that extra-national to intra-provincial funds are not used for such activities is by the participation of Central Government as that involvement mitigates conflict between participants and as a primary channel between sources and uses of funds. Without us, you'd be flipping between "The 700 Club" and "Davey and Goliath" on TV all day. So I've taken it upon myself to re-convince America that Jews run Hollywood by launching a public relations campaign, because that's what we do best. I'm weighing several slogans, including: "Hollywood: More Jewish than ever!"; "Hollywood: From the people who brought you the Bible"; and "Hollywood: If you enjoy TV and movies, then you probably like Jews after all." I called ADL Chairman Abe Foxman, who was in Santiago, Chile, where, he told me to my dismay, he was not hunting Nazis. GAZA CITY, Gaza Strip - Israeli tanks and infantry rolled into Gaza after nightfall Saturday, launching a ground offensive in a widening war against Hamas that the Israeli defense minister said "will not be easy and will not be short." The ground operation was preceded by several hours of heavy artillery fire after dark, igniting flames in the night sky. Machine gun fire rattled as bright tracer rounds flashed through the darkness and the crash of hundreds of shells sent up streaks of fire. Artillery fired illuminating rounds, sending streaks of bright light drifting down over Gaza's densely packed neighborhoods. Gunbattles could be heard, as troops crossed the border into Gaza, marching single file. They were backed by helicopter gunships and tanks. ------------------------------------------------------------------------------------------------------ "Gaza will not be paved with flowers for you, it will be paved with fire and hell," Hamas warned Israeli forces. Spokesman Ismail Radwan said in a televised speech Gaza will "become a graveyard" for Israeli soldiers. "This will not be easy and it will not be short," Defense Minister Ehud Barak said in a televised address shortly after the ground invasion began. "I don't want to disillusion anybody and residents of the south will go through difficult days," he added. "We do not seek war but we will not abandon our citizens to the ongoing Hamas attacks." Israeli officials told NBC News that the goal is to strike at Hamas' foundations and that the operation could take many long days. Israeli security officials said the objective is not to reoccupy Gaza. The depth and intensity of the ground operation will depend on parallel diplomatic efforts, the officials said on condition of anonymity because they were not authorized to speak to the media. Eight days of fighting so far have left more than 460 Palestinians dead and four Israelis were killed by rocket fire. Gaza is densely populated, and intense urban warfare in those conditions could exact a much higher civilian toll. The U.N. estimates that at least a quarter of the Palestinians killed so far were civilian. The United Nations Security Council scheduled a special meeting to discuss the latest developments. Heavy artillery fire Before the ground incursion began, heavy Israeli artillery fire hit east of Gaza City in locations were Hamas fighters were deployed. The artillery shells were apparently intended to detonate Hamas explosive devices and mines planted along the border area before troops marched in. A text message sent by Hamas' military wing, Izzedine al-Qassam, said "the Zionists started approaching the trap which our fighters prepared for them." Hamas said it also broadcast a Hebrew message on Israeli military radio frequencies promising to kill and kidnap the Israeli soldiers. "Be prepared for a unique surprise, you will be either killed or kidnapped and will suffer mental illness from the horrors we will show you," the message said. Initially sentenced to 7 years and 700 lashes, he has been sentenced to 15 years and 1500 lashes, 70 a week, after making an appeal. "1,500 lashes is unprecedented in the history of Islam," read one banner carried by protesters. "Who is responsible for the humiliation of our doctors abroad?" read another. The Egyptian Organization for Human Rights (EOHR) and the foreign minister are working hard to find a way to return Raouf home quickly. Hafez Abu Saeda, the director of EOHR, stated that the princess was prescribed the same medication that she was receiving in the United States, "so it is obvious that the doctor was not at fault for her addiction." Abu Saeda was astonished that the judge doubled the sentence and the lashes after the appeal. It is tantamount, he said, to penalizing Amin for asserting his right of appeal. "When you appeal against a sentencing it is the rule that it cannot go higher, but in Saudi Arabia it appears anything is possible," said Saeda. Protests in Egypt have driven the Egyptian foreign ministry to seek a solution, partly out of concern that negative repercussions may damage relations between Cairo and Riyadh. Military experts said the planned new arsenal was presumed to consist of land-based intercontinental ballistic missiles (ICBMs) rather than submarine-launched missiles. If this is the case, the plans represent a fourfold increase in the rate of ICBM deployment. The arsenal will include a new-generation, multiple-warhead ICBM called the RS-24. It was first test-fired in 2007, with first deputy prime minister Sergei Ivanov boasting it was ?capable of overcoming any existing or future missile defence systems?.
