Resolved Question: Los Angeles: Tax break for landlord for loss of revenue due to fire in a rental unit?

Back in June a fire in one unit of a 13-unit apartment building made that unit uninhabitable. Repairs were subsequently made; however, the Department of Building and Safety needed to subsequently approve the re-occupancy of the unit.
Due to a bureaucratic snafu, wasn't able to get Department approval until December. Then, the supervisor said that it was alright to have the tenant move back into the repaired/renovated unit.
[The original inspector went on a bereavement leave. No proper re-delegation of his workload. Internal paperwork "misplaced." It was only once contacted supervisor at the Department, that learned of the reason for the delay. Previously my calls (answering machine messages) to the initial inspector had never receive any responses.]
What sort of federal tax break/write-off can be claimed, given that insurance did not cover such loss of revenue for that unit during those six months?

the question is basicly to decribe the key features of the police force in the 19th centruy and stuff, and i pretty much have to explain how bad it was!

At the start of the 19th century, the enforcement of law and order in England and Wales was the same as it had been during the Middle Ages. Before 1829, the streets of many British towns and cities were patrolled by watchmen and parish constables, who prevented disturbances and robberies. In 1750, law and order in London broke down completely during the Gordon riots.
London?s population had grown to 1.5 million, yet there were only 450 constables and 4,000 watchmen. The growth in population meant that the number of crimes committed increased. Law and order had to improve. ?Bow Street Runners? were appointed in London and the Thames river police were set up in 1800.
There were many problems with London?s police force. They lacked professionalism and whenever there was a serious problem the army had to be called in. The tactics they used were often inefficient and often caused more problems.
The need for a preventative police force was highlighted by the Peterloo Massacre in 1819 ? whereby 50,000 people met at St Peter?s Fields in Manchester to hear Henry Hunt speak in favor of the reform of Parliament. The Manchester magistrates panicked at the sight of the crowd and ordered special constables to arrest Henry Hunt. The constables were trapped inside the crowd. They began to lash out with their swords, and finally called on regular army units - which cleared the area within a matter of minutes. The incident showed just how badly trained the police were. The fact that they panicked and began to use their swords highlighted their poor training and immature behavior when put under pressure.
Also, the growth in homicide, robbery, theft and burglary were all increasing with the advent of the Industrial Revolution.
In 1829, the Home Secretary, Sir Robert Peel, set up the Metropolitan Police Force. The act set up a force of 3,200 men to cover an area extending 7 miles from the centre of London. There were 17 divisions, each with four inspectors and 144 constables. The policemen were known as ?Peelers? or ?Bobbies? after Robert Peel.
The metropolitan police force was given a blue uniform, with a tail-coat, a top hat, and as few badges and decorations as possible. All of these served to make it as distinct as possible from the army. They were unarmed except from truncheons ? however from the 1840s and 1850s, inspectors in the police force began to carry revolvers at all times.
The metropolitan police force was set up to carry out the functions of both he watchmen and special constables. Their duties were to patrol the streets in order to keep order and deter crime, but were also used to tackle major disturbances such as riots.
There were many problems at first. On many occasions the force had to be backed up by the army, and there were frequent death of demonstrators. Most early recruits were unsuitable due to drunkenness and either resigned or were sacked.
Another problem was that the police force was highly unpopular. Many people - rich and poor alike ? hated the police, they thought they were pointless and they did not like being told what to do by somebody in uniform. It was also unpopular because of its methods of crowd control. The most common tactic was the baton charge ? in 1833 a constable was killed during the riot. The event showed how unorganised the police were.
A third example of the problems the new police force had was that the metropolitan police force was not copied anywhere else in Britain. Also, Peels police force reforms were only applied to London, law and order did not really change in the rest of Britain.
There were many successful developments in police work during the 19th century. In 1842, the Metropolitan Police developed a Detective Department. The department had two inspectors and six sergeants. When this department first started the use of detectives was under great suspicion and opposition. The public was concerned that plain clothes-men could not be identified, and the home office was concerned detectives would become too friendly with the criminals.
In 1869 the National Criminal Record was set up to deal with the most notorious criminals, and in 1877 a Criminal Investigations Department (CID) was established with 200 detectives increasing to 800 by 1883.
In 1879 the Detective Department introduced its first set of rules and regulations to establish the department's ideas of professionalism for instructions in dealing with murder cases. For example, ordering investigating officers, "the body must not be moved, or anything about the body or anything in the room or area, and the public must be excluded."

Earlier today, I ordered America's armed forces to strike military and security targets in Iraq. They are joined by British forces. Their mission is to attack Iraq's nuclear, chemical and biological weapons programs and its military capacity to threaten its neighbors.
Their purpose is to protect the national interest of the United States, and indeed the interests of people throughout the Middle East and around the world.
Saddam Hussein must not be allowed to threaten his neighbors or the world with nuclear arms, poison gas or biological weapons.
I want to explain why I have decided, with the unanimous recommendation of my national security team, to use force in Iraq; why we have acted now; and what we aim to accomplish.
Six weeks ago, Saddam Hussein announced that he would no longer cooperate with the United Nations weapons inspectors called UNSCOM. They are highly professional experts from dozens of countries. Their job is to oversee the elimination of Iraq's capability to retain, create and use weapons of mass destruction, and to verify that Iraq does not attempt to rebuild that capability.
The inspectors undertook this mission first 7.5 years ago at the end of the Gulf War when Iraq agreed to declare and destroy its arsenal as a condition of the ceasefire.
The international community had good reason to set this requirement. Other countries possess weapons of mass destruction and ballistic missiles. With Saddam, there is one big difference: He has used them. Not once, but repeatedly. Unleashing chemical weapons against Iranian troops during a decade-long war. Not only against soldiers, but against civilians, firing Scud missiles at the citizens of Israel, Saudi Arabia, Bahrain and Iran. And not only against a foreign enemy, but even against his own people, gassing Kurdish civilians in Northern Iraq.
The international community had little doubt then, and I have no doubt today, that left unchecked, Saddam Hussein will use these terrible weapons again.

Resolved Question: Can I pour bags of loose-fill fiberglass insulation onto my attic floor and rake, rather than rent a blower?
I just moved into a house and need to add loose-fill fiberglass insulation to my unfinished attic. Presently, there is approximately four inches of insulation, and my inspector recommended that I add an additional six to eight inches.
If pouring bags of loose-fill on the floor and raking it would not work well, is there anything wrong with placing rolls or batts of fiberglass insulation on top of the loose fill, as one poster suggested?

Resolved Question: Terrible landlord. I am moving and want out of my lease. Afraid of eviction?
I live in Georgia. I am pretty well versed on eviction in Georgia. I am moving to Alabama. My lease is not up till next July and I am not willing to wait. I live in a badly run complex and my apartment is awful. I have been a tenant for almost three years.
During that time the management has been unwilling to help with anything. I needed a new stove and fridge. I had to beg for six months to get ones that worked. When they did me "new" ones they were infested with roaches and the roaches have overtook my house. I have tried everything. I have begged the landlord, I have bombed, and they did nothing to help me. They said they sent people to spray but I know that never happened. My apartment is disgusting with these roaches. I am a very clean person, its not food being left out. They have just over taken my house and I can't live there. They won't move me.
I have mold in the bathroom they have failed to fix over the last two years. When I moved in they had just painted over it. Now it?s a problem but they won?t fix it.
I have been a good tenant. No complaints. I was never late till this summer and then I had a rough spot where my car broke down. They charged me over $300 in fees and threaten to evict me. I even gave them another permanent tenant who has lived there for three years.
Now I am moving. For personal reasons, but that apartment is unhealthy and nasty and I can't live in it. I know the landlord and how she is. She is going to want to evict me and get a judgment against me to pay the last two weeks rent.
Here is what I want to do:
Call the code inspector for my county and let them fine my complex for all the things wrong in my unit, I know it will be in the thousands.

Are these grounds for leaving an apartment? If I take that to the landlord and tell her this, if she would let me out of my lease and call it even I would walk away and save her a lot of trouble. Am I just in doing this?
To be honest I thought they would help me. My rent is really cheap and close to my job and I was settled. I did not want to move. So I signed another year lease. Really all in all I am a laid back quiet person. I don't complain. I get walked on. Now I am stuck. I know they will want to screw me. I need to screw back this time. Its not fair. Packing up my stuff, its all filled with roaches and I am having to throw everything away. Its not fair.
Chat - You sound kind of like my landlord. However if you took care of the tenants that you do have, the ones that pay on time, stay in your complex and ask nicely for things and don't hound you, you would not face "blackmail". Somestimes the quiet guy needs help against people like you.

Allison Davis, a major fund-raiser for Obama's US Senate campaign and a former lead partner at Obama's former law firm. Davis, a developer, was involved in the creation of Grove Parc and has used government subsidies to rehabilitate more than 1,500 units in Chicago, including a North Side building cited by city inspectors last year after chronic plumbing failures resulted in raw sewage spilling into several apartments.
Antoin "Tony" Rezko, perhaps the most important fund-raiser for Obama's early political campaigns and a friend who helped the Obamas buy a home in 2005. Rezko's company used subsidies to rehabilitate more than 1,000 apartments, mostly in and around Obama's district, then refused to manage the units, leaving the buildings to decay to the point where many no longer were habitable.
Campaign finance records show that six prominent developers - including Jarrett, Davis, and Rezko - collectively contributed more than $175,000 to Obama's campaigns over the last decade and raised hundreds of thousands more from other donors. Rezko alone raised at least $200,000, by Obama's own accounting. ...
One of those contributors, Cecil Butler, controlled Lawndale Restoration, the largest subsidized complex in Chicago, which was seized by the government in 2006 after city inspectors found more than 1,800 code violations.
Butler and Davis did not respond to messages. Rezko is in prison; his lawyer did not respond to inquiries.
